On March 31, 2011, Cravath delivered to the City Council of the City of Harrisburg, Pennsylvania, its report evaluating alternatives for the City to address its financial distress, including under Pennsylvania’s “Act 47” and under Chapter 9 of the Bankruptcy Code.
