Cravath Publishes Winter 2026 Issue of Alumni Journal
Michael Patrick Daly draws upon more than a decade of experience at the National Security Division of the Department of Justice (DOJ) to provide strategic advice to U.S. and international clients on the regulatory aspects of complex cross-border transactions and matters involving the Committee on Foreign Investment in the United States (CFIUS).
Mr. Daly advises on a wide range of legal and policy issues at the intersection of technology, business, national security, and trade and investment. Most recently, he served in the leadership office of the National Security Division (NSD), advising the Assistant Attorney General (AAG) for National Security, including on matters related to CFIUS, the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (Team Telecom), the Data Security Program and the Outbound Investment Security Program. Mr. Daly represented the DOJ at National Security Council, National Economic Council, and other interagency meetings and helped manage NSD interactions arising out of those meetings. His experience encompasses interactions across the CFIUS interagency, as well as with the Intelligence Community, the Federal Bureau of Investigation (FBI) and other internal DOJ components, including the Office of the Attorney General, the Office of the Deputy Attorney General (ODAG), the Criminal Division, the Justice Management Division, the Office of Legislative Affairs, and the Office of Public Affairs.
From 2019 to 2024, Mr. Daly served as an Attorney Advisor within the Foreign Investment Review Section (FIRS) of the NSD, including serving as Acting Deputy Chief, Foreign Investment from 2022 to 2023, where he worked on a variety of matters before CFIUS and Team Telecom, reviewing and investigating the national security effects of foreign investments, acquisitions and other business transactions involving U.S. companies. He participated in the timely resolution of CFIUS reviews, preparing and presenting clearance packages and orally briefing leadership in connection with obtaining DOJ clearance, including from the AAG for National Security and the Deputy Attorney General. Before joining FIRS, Mr. Daly worked for six years in the Special Operations Unit of NSD’s Office of Intelligence, where he handled a wide range of sensitive operational matters involving terrorism and counterintelligence.
Mr. Daly is a three-time recipient of the Assistant Attorney General (AAG) Award for Excellence in recognition of his contributions and dedication to government service.
Mr. Daly was born in Brooklyn, New York. He received a B.A. from The College of William and Mary in 1997 and a J.D. from St. John’s University School of Law in 2002, where he was on the Dean’s List and was the Research and Symposium Editor of the St. John’s Journal of Legal Commentary. Following his graduation, Mr. Daly worked in the Office of Corporation Counsel at the New York City Law Department and was an associate at a large international law firm, where he advised on complex commercial litigation, government contracting issues and government investigations, including by the DOJ, the U.S. Securities and Exchange Commission (SEC) and the U.S. Department of Labor.
